Jesus proclaimed Peter “the rock” upon which He would build His Church; what He meant by that became controversial generations later. Peter and his first successors shepherded a small community of Christ-followers in Rome. Two centuries later Peter’s successors were claiming jurisdiction over all Christians of the Roman Empire.
